    The House Committee on Roads and Transportation moves to amend the bill on page forty-seven, subsection (c), line nineteen, by inserting a new subdivision to read as follows:

    “(62) The commissioner shall issue a special registration plate to read either “deaf” or “hearing impaired” as requested by the applicant. The applicant must be certified by a physician or audiologist as deaf or hearing impaired. There shall be no minimum number of applicants required for the commissioner to issue the special registration plates.”
